Meeting Texas Students Where They Are With a Research-Backed Anti-Bullying Program
Bullying goes far beyond occasional conflict or playground disagreements. It’s a pattern of deliberate, harmful behavior that repeats over time, and it almost always involves an unequal dynamic between students. The aggressor may be physically intimidating, socially dominant, or simply perceived to have more power than their peers.
Bullying shows up in many ways: physical confrontations, threats, cyberbullying, rumor spreading, or deliberately leaving someone out. Over time, students who are targeted often withdraw, struggle emotionally, and may start dreading coming to school altogether.
Texas parents, educators, and community leaders recognize bullying as a serious issue, but recognizing the problem and actually solving it are two very different things. Implementing a few well-meaning ideas is not the same as committing to a program with a proven track record.
Research-backed programs are independently evaluated to determine whether their methods actually move the needle on bullying prevention; not just in theory, but in real school environments.
Rachel’s Challenge delivers measurable results. Partner schools demonstrate statistically significant improvements in school climate, community connection, and reductions in bullying and drug use.
Strong peer relationships and meaningful student-teacher connections have also been shown to positively impact classroom behavior and academic outcomes.
Rachel’s Challenge takes a comprehensive approach, combining staff training, age-appropriate curriculum, and strategies tailored to the specific challenges students face at each grade level.

Bullying in Texas Schools: A Problem That Demands Action
Evidence-based programs have been researched by independent experts to learn whether their strategies reduce bullying effectively or not.
Bullying is a serious and ongoing challenge across Texas schools. Approximately 1 in 3 Texas students have experienced some form of bullying, and students with disabilities are twice as likely to be bullied compared to their peers. The problem extends well beyond school hallways; Texas ranks 11th in the nation for the percentage of high school students bullied online.
What makes this especially urgent is how rarely it gets reported. 64% of children who were bullied did not report it, and when they did, intervention wasn’t always effective. Only 36% of Texas students who report being bullied say that adult intervention is effective.
Texas has taken legislative steps to address the issue, David’s Law requires school districts to include cyberbullying in their district bullying policies and notify parents within three business days after an incident is reported. But policy alone isn’t enough. Real change requires a school-wide cultural shift, one that starts with students, empowers educators, and builds communities where kindness isn’t the exception, it’s the expectation.
Why Texas Schools Choose Rachel’s Challenge
Rachel’s Challenge is a research-backed anti-bullying program built to help Texas schools reduce bullying and create lasting, positive culture change. Three core reasons Texas educators and administrators choose Rachel’s Challenge:
Our programs work to break down the barriers between students and staff that contribute to isolation, bullying, gun violence, and teen suicide; issues that are just as pressing in Texas classrooms as anywhere in the country.
Respected educator and bestselling author Dr. Robert Marzano puts it simply: “Rachel’s Challenge is the most powerful intervention I have seen in my 45 years in education.”
Reducing bullying incidents is central to what we do, but the impact goes further. Rachel’s Challenge programs address the root conditions that allow harmful behavior to take hold in the first place. Our curriculum is non-religious and non-political, grounded in universal values that resonate across every Texas community: compassion, self-respect, and respect for others.
